Two Forgejo workflows, modelled on simpleplayer-svc's.

  • PR Checks (pull_request): builds the image, then the test target, so swift test runs on Linux with Debian's ffmpeg.
  • Build Docker Image (push to main): tags with the commit sha and main, pushes to code.m.ac.nz/containers/simpleplayer-helper.

The push workflow needs two repo secrets that may not exist yet: SIMPLEPLAYER_HELPER_USER and SIMPLEPLAYER_HELPER_TOKEN (a token that can write to the containers org packages), following svc's SIMPLEPLAYER_SVC_* naming.

This PR itself exercises the PR Checks workflow.
